<p>On January 8, 2019, Deputy Prime Minister Trinh Dinh Dung has just signed and promulgated Decision No. 02/2019/QD-TTg on amending and supplementing a number of articles of Decision No. 11/2017/QD-TTg dated 11 April 2017 on the mechanism to encourage the development of solar power projects in Vietnam.</p>
<p>Some amendments and supplements are as follows: (Excerpt from Decision 02/2019/QD-TTg)</p>
<p>Amendment to Clause 2, Article 12</p>
<p>“ 2. For the project on the roof.</p>
<p>a) Rooftop projects are implemented with a mechanism of electricity purchase and sale according to separate delivery and receiving directions of two-way metering. The electricity seller shall make payment for the amount of electricity received from the grid according to current regulations. The electricity buyer shall make payment for the amount of electricity generated from the rooftop project to the grid at the purchase price specified in Clause 1 of this Article. The parties are responsible for implementing the current regulations on taxes and fees.</p>
<p>b) The electricity purchase price for the rooftop power project for the following year is determined on the basis of the central exchange rate of the Vietnamese dong against the US dollar announced by the State Bank of Vietnam on the last day. of the previous year.”</p>
<p>2. Point d, Clause 1, Article 13 is amended and supplemented as follows</p>
<p>“d) Issuing technical regulations on solar power, regulations on connection of electricity metering for solar power projects and guiding procedures for connection and installation of meters of rooftop power projects. &#8221;</p>
<p>3. To amend and supplement Point h, Clause 1, Article 13 as follows</p>
<p>“h) Guidelines for calculating electricity payments for solar power projects according to fluctuations in the Vietnamese dong against the US dollar.</p>
<p>Thus, Decision 02/2019/QD-TTg has removed some obstacles and concretized a number of articles of Decision 11/2017/QD-TTg after nearly two years from the effective and specific date.</p>
<ul>
<li>The &#8220;clearing&#8221; electricity payment mechanism is made clearer by relying on two-way electricity meters, the electricity buyer pays the electricity bill to the electricity seller (EVN) as current and the electricity from the solar power project. On the roof, electricity will be paid by EVN at the price specified in Article 1 of Decision 11/2017/QD-TTg (9.35 UScent).</li>
<li>The Ministry of Industry and Trade only issued guidance on calculating the electricity purchase price of rooftop solar power projects according to fluctuations in the central exchange rate between Vietnam dong and US dollar, but did not issue the annual electricity price as before. This reduces the procedures to issue the annual electricity purchase price of the Ministry of Industry and Trade.</li>

<p>According to Decision 39/2018 amending and supplementing a number of articles on the mechanism to support the development of wind power projects in Vietnam, which has just been signed and promulgated by the Prime Minister, each kWh of wind power of inland projects costs will increase from the current price of 7.8 cents, to a new level of 8.5 cents (equivalent to 1,928 dong) from November 1.</p>
<p>For offshore wind power projects, the electricity purchase price at the time of delivery is 9.8 cents per kWh, about VND 2,223.</p>
<p>The buyer is responsible for purchasing the entire power output from wind power projects and the cost of purchasing electricity from the projects is calculated and included in the input parameters of the EVN&#8217;s annual electricity selling price plan. force of Vietnam (EVN).</p>
<p>The above electricity purchase price is applied to a part or the whole grid-connected wind power plant with commercial operation date before November 1, 2021 and is applied for 20 years from the date of commercial operation.</p>
<p>For wind power projects that have operated and generated electricity before the issuance of Decision 39, the new price will be applied from November 1 until the end of the remaining term of the signed power purchase agreement. Wind power projects applying the electricity purchase price according to this regulation will not be able to apply the price mechanism for the project&#8217;s electricity output according to other current regulations.</p>
<p>The Ministry of Industry and Trade is responsible for proposing and submitting to the Prime Minister for consideration and decision on the auction mechanism for wind power development, wind power purchase price applied from November 1, 2021.</p>
<p>In addition, Decision No. 39 also amends the conditions for starting the construction of wind power projects. Investors are only allowed to start the construction of wind power works when satisfying the following conditions: starting construction of the works according to the provisions of law; have signed power purchase and sale contracts with the electricity buyers; have a connection agreement with the  Distributor or transmission unit and report wind measurement data for a continuous period of at least 12 months.</p>
<p>The price of wind power (both onshore and offshore) has long been criticized by investors as being too low, making it difficult for them to arrange bank loans and low profits.</p>
<p>In a document the Ministry of Industry and Trade sent to the Government a year ago on a proposal to increase the price of wind power, this agency calculated that an increase in the price of this type of renewable energy would not significantly increase the cost of electricity production of Vietnam. EVN, about 0.23 VND per kWh in 2019.</p>
<p>It is expected that the total wind power capacity this year will be about 456 MW and will increase to 800 MW in 2020. Binh Thuan, Ninh Thuan&#8230; are recommended localities to develop onshore wind power; and Ben Tre, Bac Lieu, Tra Vinh and Soc Trang&#8230; are suitable places to develop offshore wind power.</p>

<p>Even the electricity price list in Germany went negative for a few hours. This is the equivalent of Germans being paid more by the government for electricity. In particular, oil refineries or metallurgical plants, which consume a lot of electricity, benefit the most.</p>
<p>In 2014, the percentage of renewable energy in Germany accounted for only 33%, but thanks to clean energy development works and projects, the German people now benefit. It is forecasted that new wind power projects will contribute even more to the country&#8217;s clean energy industry.</p>
<p>Germany is planning to produce 100% clean energy by 2050, after Denmark successfully produced 100% wind power. Denmark even exports energy to Germany, Norway and Sweden because the supply exceeds demand.</p>

<p>Analysis of the chemical composition of sand by X-ray fluorescence and X-ray diffraction techniques showed that the sand is mostly quartz and carbonate.</p>
<p>The radiant reflectance of the sand is also measured before and after a calorific cycle. Desert sand can not only be used as a heat storage material, but also as a material to directly absorb sunlight in a concentrated stream of sunlight.</p>
